My friend won't talk to me and won't text me back and i have said I'm sorry a lot but he won't listen what should I do

Definitely stop apologizing His behavior is unacceptable. If he would rather punish you than work talk through it with you, he's not a healthy person for you to be around. He's emotionally manipulative, and you don't need that. If you respect yourself, others will tend to, too.

If the friendship is really important to you, you could also say something like "you're clearly upset. when you're ready to talk about it, I'm willing. let me know." and leave it at that. Though honestly it kind of seems like he's being disrespectful, so probably best to just move on. He needs to learn that it's unacceptable to treat people punitively when he's upset.
