I think of a ruler who's a total douche and takes over everything, but everyone hates him and revolts and he dies. Whereas if he made them like him and made it seem like they were getting what thy wanted, he'd have been fine.

George Orwell (the guy that wrote Animal Farm) and it's about a negative utopia, which differs from a dystopia. Dystopias tried to be perfect societies but got fucked up, negative Utopias are the most corrupt, fucked up societies that can exist and they are utterly hopeless
