Well if she's over it the person is free and has right to date anyone who is single. If she released him means that she is really really really over him and she allowed him to be free and find someone new. Now if she goes mad, its herself to be blamed for being jealous, envious and insecure. Just move on with her life just like him.

No point to be mad or hate someone just because she release him that means she really over him but its also depends on a circumstance like when she says i will not talk to you for now and give me some time to think things over and give me some space that means its not really over yet...
