Fruit- fruits have seeds Veg- they been planted under ground But tomatoes are a veg even though it has seeds because it grows in a green house not under ground.

Technically speaking a pepper is fruit because it contain seeds. However when it comes to cooking and dietary talk, the pepper is a vegetable and eating one counts as eating a vegetable.

Which means it depends if you are asking the question technically.
