Jonathan Alexisthe japanese emperor didn't surrender after the first nuclear bombing, why? The same reason that North Korea is making threats, they think they are above other people, they may lack an objective perspective on their own position in contrast to the rest of the world, but to an extent they may think their position will benefit them over others, the same way the japanese emperor gave up as soon as the second nuclear bomb hit.
