Jayit's a shame how many people said 13 through 18. People wonder why men look at these younger girl and think she's 19 and end up rapeing her and going to jail. No 13,14,15,16,or even 17 should wear makeup I believe it's for adults.

Cutie3.NotInUse.I'd say it depends on the person. I was wearing makeup (only concealer and foundation) at 15 because I had really bad acne. Girls mature at different rates and get interested in different things at different times. But I recommend waiting until 16 before you start wearing makeup.
