Why did God create the devil if he knew the devil would turn on him and cause evil and pain?

And since he's omniscient, he knew the angel would turn on him. So why'd he make the angel in the first place? And the supposedly devil is what tempts people to do evil, so why'd God let the devil have a presence on Earth instead of only in hell?
