Generally (and usually) the guy is the one who asks out, but it can go either way and it should go either way. The photo has been made by a guy who criticizes a girl which he liked but she broke his heart in a really mean way (sadly, it also goes either way with guys and girls on both sides...)

It's like if a girl was to propose to a guy a lot of people would think that's weird!? The guys are supposed to make the move. At least tradition wise that is. But the world and years are changing so maybe us girls could ask the guys out and could propose? I don't know it's a very good question and one to think about.
