just because you keep it doesn't mean you are a bad person. What if you need it? What if you were going to spend it on something useful that you need? You can't automatically assume that someone is a bad person. It clearly has no owner nearby, and most people would keep it. It doesn't mean they don't do good deeds. It may just be their lucky day.
