If a usually talkative and social guy gets tongue tied, awkward, and shy around you, does he like you?

@KEZZA ya I've liked him for three years... But he's dating someone else at the moment... But they are unstable, the girlfriend has broken up with him and then gotten back together with him, so that's why I haven't given him a note or asked him out
